Inti li qiegħed f’pożizzjoni eżekuttiva f’wieħed mill-istati msieħba fl-U.E., nitolbok tieħu ftit paċenzja bija u ismagħni bħali li jien ċittadin Ewropew komuni imma li għandi ħafna nteress f’li jissolvew il-problemi tal-U.E. li aħna lkoll nippruvaw insolvuhom flimkien.
Qabel xejn ngħarrfek li din l-ittra qed nibgħatha wkoll lill-kapijiet l-oħra tal-pajjiżi msieħba fl-U.E. u lill-President tal-Kummissjoni Ewropea.
Il-problema li qed nitkellem dwarha hija l-influss ta’ persuni mhux Ewropej li jidħlu fl-Ewropa mingħajr li b’mod regolari, l-ewwel jakkwistaw viża, jidħlu għax jaraw kif jidħlu.
Bħala ċittadin residenti f’wieħed mill-pajjiżi fuq il-kosta tal-Mediterran, jiġifieri pajjiż fuq il-fruntiera tal-Ewropa, nafu sewwa xi tfisser din li nirċievu tant nies li jittantaw jidħlu b’dan il-mod u bis-sovrapopolazzjoni li għandha Malta i.e. 1300 persuna għal kull km kwadru l-influss tal-immigranti rregolari, minkejja li nilqgħuhom umanitarjament, inħossuha theddida.
Hekk kif il-bieraħ, sbiħ dal-għodu, inti u l-mexxejja l-oħra tal-U.E. għażiltu li tirrilokaw 40 elf rifuġjat minn dawk li hemm fl-Italja u l-Greċja (le, mhux ukoll minn Malta) u ’l quddiem 20 elf oħra bqajtu lura milli tiddeċiedu fuq il-proposta tal-Kummissjoni Ewropea li jkun hemm kwota fissa u obbligatorja tal-immgranti irregolari li jidħlu. Intom għażiltu iktar li jkun hemm il-konsensus milli ssolvu l-problema. Dan għax deher biċ-ċar li hemm xi pajjiżi li mhux se jaċċettaw kwota obbligatorja.
Minkejja s-solidarjetà ma’ xulxin l-iktar għaf-favur tal-pajjiżi ’l bogħod mill-fruntiera, ħallejtu l-piż il-kbir tal-problema fuq il-pajjiżi li huma fuq il-fruntiera.
Mela ħa naraw id-dilemma li qegħdin fiha. Fil-waqt li l-U.E. tħoss responsabbiltà għall-immigranti li għerqu ’l hemm mill-kosta tal-Libja, l-ewwel 300 u mbagħad 400, fl-istess ħin dawn ma jridux jafu bl-unità tal-U.E. u jaqsmu bejniethom il-piż, f’dawk li huma flus, ħa jaqsmu bejniethom b’solidarjetà ma’ xulxin, f’dawk li huma teħid ta’ immigranti rregolari, le.
Din is-sitwazzjoni titlob ċertament soluzzjoni li, għall-biċċa l-kbira tan-nies, m’hemmx ... speċjalment għax l-emigrazzjoni u l-immgrazzjoni minn dejjem kienet, minn żmien in-nomadi, minn eluf ta’ snin qabel Kristu. Dak kien żmien meta l-pajjiżi ma kellhomx la fruntieri, la bandieri, la ċittadini, la passaporti, la innijiet nazzjonali u lanqas ċittadinanzi.
L-immigranti minn barra l-Ewropa għandhom din il-kultura li jaqbdu u jaqsmu l-fruntieri bħallikieku xejn, bħallikieku m’hemmx fruntieri imma aħna l-Ewropej, l-Amerikani, pajjiżi oħrajn għandhom kultura differenti. Hija sitwazzjoni ta’ konflitt bejn żewġ kulturi avversi, jew aħna nċedu għal tagħhom, jew li nedukawhom biex huma jaddottaw tagħna.
Qabel ma nkompli biex noħroġ bis-soluzzjoni tiegħi f’dawn iċ-ċirkustanzi, bla ebda pretensjoni, ngħarrfek li jien hu dak li f’Malta, fl-1974, introduċa l-ostelli (l-ostelli taż-żgħażagħ). F’Malta jien kont li bdejt l-ostelli, anki l-istess kelma “ostelli” jien introduċejtha fil-vokabularju Malti għax kont jien li f’Malta għamilthom realtà. Kap tal-ostelli fl-Awstrija sejjaħli r-Richard Schirrmann (dak li waqqaf l-ostelli, beda fil-Ġermanja) ta’ Malta. Dan mhux bi ftaħir imma biex nuri li dak li se nissuġġerixxi hu kontinwazzjoni ta’ dak li bdejt fl-1974, u li komplejt u għadni nagħmel sal-lum, jiġifieri li nagħti saqaf bi prezz irħis lil min jinħtieġ kenn.
Dan qed ngħidu biex nuri li jien ben kwalifikat mill-edukazzjoni tal-ħajja biex inwettaq dan il-proġett, barra milli jien għamilt żmien bħala għalliem.
Bħala persuna li jieħu azzjoni fuq il-fatti li jeżistu, ngħid li dawn il-fatti li jeżistu huma dawn li ġejjin:
1. Li l-influss ta’ dawk li jfittxu kenn fl-Ewropa se jkompli. Ma nillidux ruħna. Din hija l-bażi. Hija xenqa li ma tista’ żżommha b’xejn.
2. Il-ħidma kontra t-traffikanti ta’ persuni umani fuq il-kosta tal-Libja hija tajba. Hija negattiva u ċerta negattività hija meħtieġa ... imma għandha xi ħaġa nieqsa. Tista’ tkun posittiva wkoll.
3. Kull ħadd iħossu responsabbli li persuni jegħrqu fil-Mediterran, ukoll dawk il-pajjiżi li ma jriduhomx f’pajjiżhom.
4. M’hemmx solidarjetà fl-U.E. biex iżommu l-immigranti rregolari.
5. Hemm pajjiżi fl-U.E. li attwalment iridu għadd ta’ emigranti biex ilaħħqu mal-ħidma produttiva tagħhom meta ma jsibux biżżejjed ħaddiema.
Issa niġu għall-proposta:
1. Din hija li fil-Mediterran tinħoloq gżira artifiċjali, baħar li hu pjuttost kenni; żgur differenti mill-baħar miftuħ tal-Atlantiku. Tant hu kenni li l-eluf jissograw jaqsmuh biex jidħol fl-Ewropa. Din hi gżira li tikber skond il-ħtieġa. Ikunu pjattaformi ta’ 200m x 200m li jinżammu fil-wiċċ għax jitqegħdu fuq bagi suffiċjentement kbar, 10 bagi kull naħa x 4 jiġu 40. Dawn il-pjattaformi jitwaħħlu, b’mod li jistgħu jinqalgħu, ma’ xulxin. M’hemmx limitu kemm dil-gżira tikber. Iktar ma jkun hemm nies li jkunu jridu jużawha, iktar tikber.
2. Fuq din il-gżira, li tkun għall-użu tal-U.E. kollha, bl-isem ta’ Gżira Ewropa, ikollha strutturi magħmula minn materjal ħafif, per eżempju aluminju, u dawn ikunu djar għall-abitazzjoni, djar fuq sistema ta’ ostelli bi kmamar ta’ tnejn jew ta’ ftit sodod, li jkollhom sala komuni, kmamar tal-banju, li jkun hemm ċentri tas-saħħa, banek, ħwienet, swieq super, knejjes, fabriki, għases tal-pulizija, qrati, faċilitajiet korrettivi, skejjel, kollox kif hemm fuq art ferma, imma mportanti li min ikun fuq Gżira Ewropa jkollu kumditajiet mhux daqs l-aħjar pajjiżi Ewropej imma aħjar minnhom. Ikun meħtieġ li min ikun fuq Gżira Ewropa jħossu tajjeb sal-punt li ma jkunx tant iktar jixtieq li jmur f’pajjiż Ewropew fejn hemm art ferma. Li rrid nasal għalih hu li dawk il-pajjiżi msieħba fl-U.E., li umanitarjament iżommu lil dawk li daħlu f’pajjiżhom bla viża, jkollhom fejn b’mod komdu jsibulhom akkomodazzjoni, akkomodazzjoni ta’ livell għoli u jekk huma jkunu jinħtieġu għadd minnhom għal pajjiżhom, ikunu jistgħu jagħmlu dan.
3. Nenfasizza li min ikun ippustjat fi Gżira Ewropa jkollhom dawn il-kumditajiet:
a. Li wara li jidħlu fl-ostelli, minn hemm, wara li jakkwistaw mpjieg u hekk ikunu f’pożizzjoni li jħallsu kera, kera raġonevoli, jidħlu fi djar li jkunu ta’ livell ferm ogħla mill-akkomodazzjoni li kellhom fil-pajjiżi li telqu minnhom.
b. Li jkun hemm zoni ndustrijali – fabriki filjali ta’ fabriki li jkunu fl-Ewropa – li jaċċertaw li kull min ikun fi Gżira Ewropa se jkollu mpjieg tajjeb.
Ċ. Li jkun hemm banek li jkunu jistgħu jittrasferixxu flus ir-residenti lil qrabathom għax din hija waħda mir-raġunijiet ewlenin li persuni mhux Ewropej jidħlu fl-Ewropa – u l-impjiegi u t-trasferiment tal-flus isolvulhom din il-problema.
d. L-ittra “d” hija mportanti ħafna.
Jiġu pprovduti mill-pajiżi fl-U.E.
i. forzi tal-ordni mhux armati, il-pulizija (’il quddiem reklutati mir-residenti) biex fil-gżira jikkumbattu l-kriminalità, ikun hemm qrati, ikun hemm faċilitajiet korrettivi. L-ordni publiku hu mportanti biex min ikun onest iħossu sigur.
ii. forzi armati – militar, baħrin u forzi tal-ajru – biex jiddefendu lil Gżira Ewropa mill-infiltrazzjoni, dħul jew illandjar minn forzi barranin negattivi bħal ma huma l-Boko Ħaram, l-hekk imsejjaħ Stat Iżlamiku, Buħ Shebab u mit-traffikanti tal-persuni umani.
B’tali difiża min ikun fi Gżira Ewropa jħossu sigur.
4. Gżira Ewropa sservi ta’ Ċentru ta’ Distribuzzjoni għal dawk l-istati msieħba fl-U.E. li jkunu jinħtieġu ħaddiema. L-idea hi li kollox isir bl-ordni. Dawk li ma jridux immigranti se joffru lill-immigranti l-aħjar kundizzjonijiet fi Gżira Ewropa imma mhux f’pajjiżhom u dawk li jinħtieġu ħaddiema jkun jista’ jkollhom ħaddiema kemm iridu minn Gżira Ewropa.
Dan hu proġett bħall-proġetti li jkunu megħjuna mill-U.E., proġett massiv, proġett fattibbli, bid-differenza li dan m’hux proġett li jiffavorixxi lil pajjiż wieħed Ewropew partikolari imma proġett li hu favorevoli għal kull ħadd, proġett rebħa/rebħa, pożittiv għal kull ħadd, bla ebda lat apparenti li hu negattiv.
* Hu pożittiv għall-pajjiżi Ewropej li ma jridux ikeċċu lill-immigranti mhux mixtieqa imma fl-istess ħin ma jriduhomx f’pajjiżjhom.
* Hu pożittiv għall-immigranti li jonfqu flejjes kbar u jgħaddu minn għawġ kbir biex jaslu fl-Ewropa – il-“ġenna” li huma mxennqin għaliha – għax isibu sigurtà, isibu kumdità, ikun hemm min jieħu ħsieb saħħithom, ikun hemm min jeduka ’l uliedhom, isibu mpjiegi tajbin, ikunu jistgħu jittrasferixxu flushom lil qrabathom. Mhux dan hu li qed ifittxu ? U fil-fatt dan isibu.
* Hu pożittiv għall-pajjiżi fl-U.E. li jkunu jinħtieġu ħaddiema.
Għal din is-soluzzjoni tal-problema tal-immgrazzjoni, bħal kull proġett, l-U.E. trid toħroġ fondi, materjal u personell, nies biex ikunu mpjegati fl-uffiċċji, il-banek, l-iskejjel, iċ-ċentri tas-saħħa u s-servizzi l-oħrajn. Dawn il-kontributi varji xorta waħda kollha joħorġu mill-pajjiżi tal-U.E. meta l-immigranti rregolari jidħlu fil-pajjiż. Minflok ma dawn joħorġu jew ikun applikati fil-pajjiż rispettiv dawn joħorġuhom għall-immigranti fi Gżira Ewropa ... u dak hu li ċ-ċittadini jridu, jiġifieri li ma jkunx hemm immigranti bla permess, iseħħ. Huma ma jridux li jkollhom mewġiet kbar ta’ immigranti irregolari, huma ma jridux li dawn jikkompetu magħhom għall-impjiegi għaliex jaċċettaw li jitħallsu b’rata iktar baxxa, l-importanti li jakkwistaw impjieg, huma jħobbuhom bħala għajrhom, ma jobgħoduhomx, huma jriduhom biss jidħlu f’pajjiżhom b’mod ordinat.
Il-manifattura tal-pjattaformi magħqudin waħda mal-oħra fuq bagi u l-istrutturi tal-aluminju ta’ fuqhom jistgħu isiru f’Malta b’baġit inizjali għall-ewwel sena ta’ tlett biljun ewro, b’sottokuntratti għat-tagħmir u s-servizzi mill-istati imsieħba fl-U.E. Isir rapport lill-Kummissjoni Ewropea wara l-ewwel sitt xhur ta’ implimentazzjoni u rapport ieħor wara 11-il xahar biex ikun determinat x’somma tkun meħtieġa għall-baġit tat-tieni sena, kemm-il darba dan ikun meħtieġ.
L-istatus jkun ta’ qoxra fil-wiċċ ta’ ibħra nternazzjonali li jkun protettorat tal-Unjoni Ewropea.
L-applikazzjoni għall-proġett issir mill-Għaqda Ostelli Żgħażagħ Malta lill-Kummissjoni Ewropea u hekk ukoll l-implimentazzjoni u t-tħaddim tagħha.
Għall-amministrazzjoni l-imsemmija għaqda tieħu ħsieb taħtar il-Kunsill Gżira Ewropa u tieħu ħsieb li jkun hemm kumitat konsultattiv magħmul minn rappreżentant ta’ kull wieħed mill-Ministri tal-Intern (jew dawk il-ministeri responsabbli mill-immigranti) mill-istati tal-U.E. Ikun hemm ukoll kumitat ieħor konsultattiv magħmul minn rappreżentant tal-kunsilli lokali tal-lokalitajiet ta’ Gżira Ewropa. Dawn il-kumitati ma jkollhomx poteri eżekuttivi imma deliberazzjonijiet meqjusa fuq kwistjonijiet partikolari jkunu mogħtija piż kbir għall-eventwali implimentazzjoni. L-ivvjaġġjar, l-akkomodazzjoni u spejjeż relatati oħra tar-rappreżentanti mill-U.E. jkunu mħallsa mill-Kummissjoni Ewropea.
Nittama li din il-proposta tant pożittiva u kostruttiva u favorevoli għal kull ħadd ikollha l-appoġġ tiegħek flimkien mal-appoġġ tal-mexxejja l-oħrajn tal-U.E. u mal-appoġġ tal-President tal-Kummissjoni Ewropea biex din tkun approvata u mplimentata mill-iktar fis.

Dear Associate European Citizen,
You who are in an executive role in one of the E.U. member states, I ask you to be a little bit patient with me as a common European citizen but who is greatly interested in solving E.U. problems, I hereby ask you that we try and solve these problems together.
First of all I kindly inform you that I am also sending this letter to the other executives of the other E.U. states and to the President of the European Commission.
The problem I am referring to is the influx of non-Europeans in Europe without taking the regular procedure of obtaining a visa (in the regular way) and they just have their own ways of entering, thus they do away with the concern that their application for a visa might be rejected.
As a person coming from a state in the Mediterranean Sea and therefore from a country on the southern frontiers of Europe, we on this island know so very well what it means to receive so many people who attempt to enter our country in this way; we know because we an overpopulated country, 1,300 persons for every square kilometre. The influx of irregular immigrants, which we, although we receive them on humanitarian grounds, we consider them as a threat when there are so many thousands ready to cross over from the Libyan coast.
I am writing this just as you and the other E.U. heads of state spent a night, up to early this morning, trying to tackle this problem and you arrived at the decision to re-locate 40 thousand refugees who are already in Italy and Greece (unfortunately, not also from Malta) and further on another 20 thousand on a period of two years. However you did not arrive at a decision – or you decided not to decide – on a proposal of the European Commission which was to set obligtory quotas based on certain conditions regarding new irregular migrants which are still to come as different from those who are already in. Your choice was more in favour of consensus between E.U. states than solve the problem of incoming new immigrants. This was because it was abundantly clear that there were states who were definitely not going to accept an obligatory quota.
So, let’s keep European unity a priority and the immigrants’ problem takes the second place.
Notwithstanding the quest of European solidarity, acting in favour of the European states to the north, away from the Mediterranean front, you let the greater weight of the problem to be borne by the southern European states.
In this situation, let’s look closely at this dilemma that while the E.U. seeks unity (and we applaud that), at the same time it does not practice solidarity with the southern European states. While the whole of the E.U. feels it is responsible for the drowning immigrants (bound for Europe) on the Libyan coast, first 300 in March and later on another 400, at the same time they, (the E.U. states) do not want to share the burden of taking in immigrants. It is all right where money is concerned. poor states are given funds and rich states give funds so that poor states are raised to the level of the rich states. All well and good. This is real solidarity, but this solidarity does not show in taking in a number of incoming migrants.
This situation really calls for a solution which for many it seems impossible to reach. This is especially so because emigration and immigration are a continuous human activity coming to us from time immemorial since the time of the nomads, the gypsies, the shepherds, since thousands of years before Christ. Those were times when countries did not have frontiers, there was so much land to go around, when kingdoms were just towns which only extended to the bastions surrounding the towns, times when there were no national flags, no citizens, no passports, no flags, no national anthems.
The immigrants from outisde Europe cling to quite this kind of culture, that they just cross frontiers just as we Europeans cross European frontiers with just the identity card, they cross over from one country to another just as if there were no frontiers at all. This is not the same culture we Europeans, the Americans and other states have. We believe that non-Europeans need to have a visa in order to enter Europe. There should be some form of order. There should be some control.
This is a “conflict” situation; these are two different cultures where we either give way and consider all humans as citizens of the world, without any control whatsoever, thus doing away with all frontiers, a free-for-all using the law of the jungle or we educate the other culture to respect frontiers, to respect law and order, and have it in a way that to enter a European country one needs to have a visa - nothing more, nothing less.
Just before proceeding with my proposal, just as we now have got the picture of the present circumstances we are in, without assuming any great pretences, may I inform you that I am the person who in Malta. back in 1974, introduced hostels (youth hostels) after a lot of negotiations with Dr Umberto Palmieri of the Italian YHA (AIG – Associazione Italiana Alberghi per la Gioventu). In Malta, I started youth hostels , even the word “ostelli”, it was I who introduced it in the Maltese vocabulary since it was I who in Malta made youth hostels a reality. It was the five youth hostels that pronged Tourism Minister Joe Grima to introduce the word “youth hostels” in the Maltese law regarding Tourism. A youth hostel leader of the Austrian Youth Hostels Association called me the Richard Schirrmann (the founder of the youth hostel movement) of Malta.
I am not saying this by way of boasting, but as a mere statement of facts, to show that what I am going to suggest is the continuation of what I started back in 1974, what was continued all through this time and am still doing this to this very day, that of providing a roof, a shelter at a low price to those who need this service.
I am saying this to show that I am qualified by way of education from life to implement this project, in addition that I spent most of my life as a teacher through all the levels, primary, secondary and tertiary levels.
As a person who does not just speak but takes action based on facts, the existing facts are listed here:
1. The influx of those seeking to be received in Europe is definitely going to continue. This is the crux of the immigration problem. If we have an advanced Europe (bless us) this lure of Europe, this quest to go to Europe just cannot be arrested. It can only be directed.
2. The European activity against human traffickers on the Libyan coast is a good thing. It is a negative activity but a certain amount of negativity (defence) is required ... but there is something missing. This activity can be positive viz-a-viz my proposal which comes in later on.
3. All E.U. states feel the responsibility on learning that so many are drowning in the Mediterranean because of the lure of Europe (they feel blame because they were good at raising European levels) and this responsibility is felt also by those E.U. states who would not accept irregular immigrants in their country.
4. There is no E.U. solidarity in keeping irregular immigrants.
5. There are E.U. states who want a number of immigrants to keep the productive activity, to man factories, to supplement their lower birth-rate, to balance the short-term advantage of encouraging women to do productive work, to do work which they would not do ... but they want only the number they need.
With these facts let’s now come to the proposal:
1. This is that in the Mediterranean an artificial island is created. It is a sea which is fairly sheltered, definitely different from the open Atlantic. It is sheltered enough that thousands of non-Europeans take the plunge to cross over in rickety, overcrowed boats in order to find themselves in Europe. I cross over to Malta and back to Gozo regularly every week, summer and winter, and the open sea is rarely (nearly never) so rough that a good floating vessel does not make the crossing.
This artificial island grows according to the need. A unit will be a platform of 200m square stuck (bolted) to buoys which are big enough to bear it, say 10 on each of its four sides – 40 in all. It would be made in a way that platform units can be hitched (or unhitched for maintenance) one to another. There is no limit as to the number of units which are attached. They are increased according to the number of people who come on board, the more people come the more it is increased. The effects of rough weather on such a huge artificial island which would be firmly anchored to the sea bottom like oil rigs in the North Sea, would have minimal effects on it, if any.
2. On this island, which will be, by contract, for the sole use of all the E.U. member states, the Ewropa Island (I would ask for the Maltese language version for the word “Europe”) will have structures (buildings) made from strong but light material (like aluminium profiles) and there would be houses to be used as homes for accommodation, hostels with rooms for two persons or a small number of beds, with common rooms, bathrooms, there will be health centres, banks, shops, supermarkets, churches, factories, police stations, law courts, correctional facilities, schools, everything that there is on the firm ground of the mainland ... but it is very important that every person on Ewropa Island will feel as comfortable not as much as the best European countries, but even better ... to the point that they would not want to leave Ewropa Island, will spread it around by mobile, by social media, that it is good, very good to be there. What I want to get at is that those E.U. member countries who are ready to keep those who entered their country without a visa on humanitarian grounds but who do not really want them, will have a place where to send them, a place which is comfortable enough, a place of high levels of living standards and that, if by chance, they would need a number of them to serve in their country because of, for example, their low birth rate, they could well keep them.
3. Allow me to emphasize that those placed on Ewropa Island will enjoy the following positive points:
a. That the accommodation (hostels, houses) which is provided at a low rent relative to the wages they receive will have a high level of accommodation, carpets, curtains, kitchens, air conditioning, solar panels, levels which are by far higher than they had in their respective homelands from where they sought a better life.
b. That on Ewropa Island there will be industrial zones – filial factories whose mother factory will be in Europe – which will give job certainty at a good pay.
c. That there would be banks which would be able to transfer money earned to their relatives back home because this is one of the main reasons why non-Europeans want to enter Europe – employment and transferring money and this solves their problem. We’ll be giving them just what they are seeking from Europe, not on the European mainland but on Ewropa Island. It’s the song not the singer that matters. It’s the purpose and not the place that matters.
d. Letter “d” is very important.
E.U. member states, through the contract, through the agreement, provide Ewropa Island with the following:
i. Unarmed Forces of Public Order, the police (later on recruited from the residents themselves), so that they fight criminality. drug pushing, thefts, etc., that there are courts of justice, prisons. Public order is very important so that honest persons enjoy security and peace of mind. The culture of the Rule of Law has to become the fabric of every-day living.
ii. Armed Forces – land, sea and air, to defend Ewropa Island from the infiltration of negative, disruptive forces like Boko Haram, Buħ Shebab, the so-called Islamic State and human traffickers.
This measure is very, very important to make Ewropa Island attractive and pleasant to live in and a real alternative from having the European mainland as the main attraction.
4. Ewropa Island will serve as a Distribution Centre, a Supply Depot, for those E.U. States who actually need workers which they can find in this half-way house for immigrants. The idea is that everything is done in order, that immigrants can emigrate to Europe in an orderly, legal way, by applying for a visa, that E.U. States who do not want them have a decent place where to place them on excellent conditions, and that those states who need workers will have the availability of supply from Ewropa Island.
5. It is not excluded that citizens from E.U. member states who live in crowded areas, like in the over-populated island state of Malta, take up residence on Ewropa Island.
This is a project like many other E.U.-funded projects, a massive project, a possible, implementationable project, a project which is favourable for all concerned, a win-win undertaking, positive from every aspect.
* It is positive for the E.U. states who do not want to chuck out unwanted immigrants but who at the same time do not want them in their countries.
* It is positive for all immigrants who spend huge sums of money and take considerable risks to arrive in Europe. their “heaven” which they yearn to achieve, that they really find their “nirvana” on Europa Island, through its guaranteed security, through comfortable, high standard living, through free health services, through finding where to educate their children, through finding good jobs, through being able to transfer their money to their relatives. Isn’t it this that they are seeking ? And it is this that they find.
* It is positive for those E.U. states who need workers.
For this solution of the immigration problem, like all projects, the E.U. is to issue funds, material and personell, people to man the offices, the banks, the schools, the medical centres and the other services.
These funds and the need for this personell will at any rate be at the service of the immigrants when at present they enter E.U. member states. Instead, these funds will be issued and the personell applied on Ewropa Island so that apart from the manufacture of Europa Island, the same funds will just have a transpositon of application. This is what European citizens in general want. They do not want to be inundated with irregular immigrants, they do not want them to compete with them for jobs which they accept at a lower rate as long as they get a job, they have love of neighbour for them, they do not hate them, they just want them to come in their country in a regular, orderly manner.
The manufacure of the joined-up platforms on buoys and the aluminium structures there-on could be done on Malta with an initial first-year budget of three billion euros, with possible sub-contracts for equipment and services from E.U. member states. A report is made to the European Commission after the first six months of implementation and another is made after 11 months to determine what sum would be required as a budget for the second year, if any.
The status would be that of a floating vessel in international waters which will be a protectorate of the European Union.
The application of the project is made by the Malta Youth Hostels Association, as is its implementation and running of the undertaking.
With regards to administration, the said association appoints the Ewropa Island Council and sees that there will also be a consultative committee made up of a representative from each one of the ministries of the interior (or the ministry responsible for immigrants) of all the E.U. member states. There will also be another consultative committee made up of a representative of the local councils set up in the different localities on Ewropa Island. These committees do not have executive powers but measured deliberations on particular issues will be given great weight for their eventual implementation. Travel, accommodation and other allowances are paid to representatives from E.U. states by the European Commission.
I hope that this proposal, so positive and constructive, favourable to everyone, would also find your favour for the better good of our continent and that you take this up with the other heads of E.U. states and with the President of the European Commission.

RECENT NEWS: A report which was broadcast by the BBC World service on the 2nd July, says
that the Prime Miister of Hungary, Viktor Orban, is constructing a wired fence on a canal which serves as a frontier between Serbia and Hungary, from where irregular immigrants pass, who include persons from Afghanistan and Africa. From this point the immigrants are taken to Detention Centres, where their identity and their country of origin are determined and where a decision is taken on whether to keep them or send them back.
This is surely another European state that will see this proposal as a blessing.
We are sure that nobody wants to see dividing walls to be erected again like the
Berlin Wall and the wall between Israel and Gaza.
